The Brown County Commissioners met in regular session with following members present: Chairman Keith Olsen, Dwight A. Kruse and Richard L. Lehmkuhl. Also present were County Clerk Melissa Gormley and Deputy County Clerk Dawn Boyles. County Attorney Kevin Hill was present for a portion of the meeting. Keith Olsen opened the meeting at 8:10 a.m. The Pledge of Allegiance was recited by all. Pastor Alan Aley led the meeting with a prayer.

Don Pounds, Emergency Management Director, updated the commission on the activities in the Emergency Management Department. Motion by Richard Lehmkuhl to allow Pounds to attend two emergency management meetings. Seconded by Dwight Kruse. Motion carried.

Todd Gruber and Herb Roland, Road Foremen, discussed the distributor and options to finish off the oiling season since the distributor is still down. Gruber is going to speak with Nemaha County Road & Bridge Supervisor, Dennis Ronnebaum about using their equipment.

Motion by Keith Olsen to terminate the contract with BG Consultants on the project on Kingfisher Road and pay the current invoices. Seconded by Dwight Kruse. Motion carried.

Sealed bids for an 84-foot by 50-foot tube were as follows: Welborn Sales with a bid of $6,342.50 for aluminized and $6,107.50 for galvanized; J&J Drainage with a bid of $11,442.50 for aluminized and $7,590.50 for galvanized; and Metal Culverts with a bid of $6,837.50 for aluminized and $6,565 for galvanized. Motion by Richard Lehmkuhl to approve Welborn Sales bid of $6,342.50 aluminized tube. Seconded by Dwight Kruse. Motion carried.

Manny Martinez and Ben Walker, courthouse custodians, updated the commission on the generator. KBS has been in contact with their insurance company. Walker indicated a replacement generator would be 10 weeks out. Walker also discussed moving forward with Maplewood to treat the lawns at the courthouse and the sheriff department.

Brown County resident, Steve Lukert, asked the commission to consider putting a stripe on Old 75 Highway from 36 Highway north to Sabetha.

Motion by Dwight Kruse to approve the minutes of the Aug. 5 regular meeting. Seconded by richard Lehmkuhl. Motion carried.

Motion by Dwight Kruse to accept the appointment of Jacob Nagely, M.D., as deputy coroner for the 22nd Judicial District. Seconded by Richard Lehmkuhl. Motion carried.

Motion by Richard Lehmkuhl to go into budget hearing session. Seconded by Dwight Kruse. Motion carried. the 2020 budget is set at 11.3 million. The estimated tax rate is 31.471 and is subject to change depending on the final assessed valuation. Motion by Dwight Kruse to accept the 2020 Brown County Budget as published. Seconded by Richard Lehmkuhl. Motion carried. Motion by Dwight Kruse to go back into regular session. Seconded by Richard Lehmkuhl. Motion carried.

Mikaela Moore, HFED director, Virginia Freese and Sheila Schwalm, HFED board members, discussed how HFED funds are used.

Motion by Richard Lehmkuhl to adjourn. Seconded by Dwight Kruse. Motion carried. Meeting adjourned at 9:49 a.m. The next regular meeting will be Monday, Aug. 19.
